I have the honour to report the following
facts in connection with the working of the Kowloon-Canton Railway.
From the 7th. of November last until the 14th. December traffic on the Chinese Section was suspended owing to the outbreak of the revolution. A clain for loss on this account of 86,971.50 has been presented by this Government under the draft Working Agreement, which has never been executed owing again to the revolution, but remains unpaid. I have recently addressed His Britannic Lajesty's Minister et Peking on the subject and I have

When through traffic was resumed it was arranged that the revenue of the Chinese Section should be paid into the Hongkong and Shanghai Banking Corporation, and that its disbursements should be placed under the joint control of His Britannic Majesty's Consul-General at Canton who countersigns all cheques. It was at the same time settled, on the suggestion of Sir John Jordan that the Lianaging Director (Kr. Chao Ching-hua) and the Acting Engineer-in-Chief (Lr. W. G. Hoore) must act in absolute unison, with the support of the Consul-Gencral who con- -fines himself to seeing that only authorised disbursements are made and that proper supervision and protection of life and proper- -ty is ensured.
